I considered taking one 10" long 1 1/4 nipple from the old panel A to new panel A and then a 16" nipple between new panel A and new panel B. I wanted to pass the new wires for new panel B through new panel A and back to the original panel which is a j-box now. I could see it being used as a raceway if the conductors in question originated from the overcurrent devices in that panel,,, but not from a seperate source. as long as the insulation is rated for 600v, they can go in the same raceway. I think the rule is that all conductors must have the same insulation rating, at the highest level in the enclosure. So ALL of the conductors in the 120/208V panel would need to be 600V rated. For the most part that's going to be true anyway, but you do have to make sure.
