    CCA = Cruising Club of America. As I recall (and I could easily be wrong) the CCA rule was intended to reward 'strong' boats by favoring boats with a low ballast/displacement ratio - boats which were strongly built. Rule was invented in the 30's, I think, and was sort-of the American version of the British RORC rule.
