The stencil produces the correct .28" gap between the stripe and the outside line, but I always use 1/4" blue fineline 3M tape, which is .25". The stripe dimensions are in the assembly manual, but IIRC, if you do a search for stripes here, you'll find them.

I get 10.52" for the width of the actual stripe without the pinstripes but get 11.80" if I measure from the outside including the pinstripes!
