For reference, gta iv supports racing wheels just fine although i don't think it did at launch. If gta v has an option to use direct input you should be fine as throttle and brake use the y axis of the triggers which your wheel should emulate just fine. the buttons may not work but I'm pretty sure the wheel and pedals will.
