As you said, all the hard mode AI does is spam items, and it gets a top speed boost to make a minimal challenge, but if you can keep your fire - whether red or blue, it really doesn't matter - you can easily outrun them. The only difficulty is facing the item spam, which isn't really a test of skill - at this point, it's more about luck.
