Most likely you missed one of the Balloons around the island. The hardest one to find is on the right hand side of the River falls between the Frost Mountain and Beach areas (Right would be going from Frost to Beach) The hovercraft is probably the best to get it, or the Plane if you miss it you can fly back up the big waterfall and try again instead of going all the way around.
