Most likely the original game rom has no software in itself to switch to use a second set of controls. Mame just emulates the rom, the only way to setup the second player would be to recode the rom. Basically, you run an emulator on each PC, and it sends the player inputs between the two emulators, and keeps them in synch. It can be a little flaky over the Internet, but if both machines are on the same wired LAN, you should be fine. I'd give more details, but it's something I've only read about, never used.
