The problem is that your original image is not really in the kind of condition where you can achieve a good trace, using auto trace. The best approach for tracing that image is to trace it by hand, with the Pen tool. Because your human eye can make out the proper outline. Inkscape's "eye" can't figure it out.

Your rectangle already is in vector format, all you need to do is save it as an SVG. The reason the tracing failed, is that you aren't tracing a bitmap image, rather you were attempting to trace a vector shape. The only time the internet is involved with Inkscape, is when you click Help menu > Inkscape manual or Help menu > Key and Mouse Ref. In those cases, Inkscape is calling your browser to go and visit those webpages. So the signal is outgoing, while firewalls block incoming traffic.
