Please open the app.ini file located in Documents/iracing folder. You can do this by locating the 'EnableHiddenLoadMode' setting under the [Graphics DX11] section and changing the 1 to a 0. This setting is making loading screen visible in the new UI. Too surprising this is still a problem after 5 years, but I think it's rare.
