My "road race" (heavy on the air quotes) setup is currently running tires that are 7mm wider than the internal width (21mm vs. 28C). That's what was recommended by the rim manufacturer as the best fit/most aero. It feels pretty great (and the tire/rim transition looks pretty smooth, for whatever that's worth).
