No. From what I've heard, each CPU has a set time they complete the race, but if they get hit by items, their time will be slower. For example, Coco might have a 1 minute 50 second completion time programmed in on one track, but if she gets hit by a green beaker during the race, she'll finish 1 minute 52 seconds instead.

Handling characters like Polar and Pura start to shine on this course in particular. The big issue with pinstripe that really makes itself apparant, is that bosses can turbo at the start, and start using their weapons immediately instead of after the first weapon crate.
