I found the best and easiest way to win a swoop race (so far I've won the three tiers on Tatooine) is to keep hitting the A button as fast as you can. It seems you cannot shift too quickly so that method will get you the fastest shift possible. I only wish I had a controller with a turbo button.

I never liked the swoop racing in Kotor 2. I used to race in 1. In both games it is advisable to save scum. Save, race and reload if you don't get the time you need. Racing, like Pazaak is largely optional in this game. You can make vastly more money than you will need from selling the huge amount of stuff you find along the way.

The Swoop Racing FAQ is decent to look at; it does diagram the tracks in terms of boost pad and obstacle locations, but I don't always agree with the suggested routing/advice given there. He suggests Manaan is easier because the pads/obstacles stand out against the water, but I think it's the most difficult.
