    Several years ago many owners in the Puget Sound Big Boat Fleet took serious issue with changes in the PHRF-NW handicaps, and decided to institute the IRC rule at the top end of the fleet. This worked for a while, but not completely. In the meantime the ORC rule was taking root in Vancouver. In the end, the IRC fleet has embraced ORC.
