iRacing staff have addressed that question in the forums. According to them, they have no reliable way to differentiate between an XBox-style controller and a wheel. To the software, they are all just controllers. The only way they could restrict it to "wheels only" would be to hard-code the allowed controller names into a list.

For iracing I could only suggest a proper wheel, doesnt have to be a good one but it will be very hard without one. As for deadzone, you cant control that in the game settings to my knowledge. Have a look at your xbox controller software out of the game, but I dont think there would be an option for this.
