According to all guides online, all races in Mario Kart Tour (for the time being) take place against AI opponents. No, in most mobile racers you dont. You race either against their times via a ghost or just a representation of the player in name only. Though some games also use a real multiplayer in addition to ghosts. MKT might add Real Time MP later and this is just during the testing. RtMP might be a local thing only. Only Nintendo really knows.
